Also included were efforts to enforce hazmat regulations, such as permits and inspections, and efforts to reduce the risk of injury to drivers, rescue workers, and the community if a truck accident did release of hazardous materials. Finally, the top states were rated based on the overall ability to decrease the number of hazardous-materials-related trucking accidents in the past five years.
